2012 Updates

Supplement #1 to the 2012 ACH Rules:

On November 2, 2011, NACHA's Voting Membership approved four amendments to the NACHA Operating Rules ("Rules"):  Dishonor of Return Entries; Data Passing; ODFI Return Rate Reporting; and Incomplete Transactions.  The Dishonor of Return Entries change, which is a Pain Points - Phase Two issue, will become effective on September 21, 2012.  The other amendments fall under Risk Management Topics and will become effective March 15, 2013.  This supplement provides ACH Network participants with a summary of the key componenets of each change, along with details regarding the technical changes to the 2012 Rules language.  To ensure compliance with the most current rules, this Supplement should be used in conjunction with the 2012 Rules

2011 Updates

Supplement #3 to the 2011 ACH Rules:
On November 2, 2011, NACHA's Voting Membership approved two amendments to the NACHA Operating Rules ("Rules"): Risk Management Enhancements and Pain Points in the Rules - Phase Two. The effective dates of these changes span from December 1, 2011 through March 16, 2012. Please see each amendment for further information on its effective date.
This supplement provides ACH Network participants with a summary of the key components of each change, along with details regarding the technical changes to the 2011 Rules language. To ensure compliance with the most current rules, this Supplement should be used in conjunction with the 2011 Rules.

 Supplement #2 to the 2011 ACH Rules:
NACHA has issued a correction to the version of Supplement #2-2010 that is included within the print and CD editions of the 2011 NACHA Operating Rules and Guidelines.  Please include this with your 2011 edition of the ACH Rules to ensure that your rulebook is up to date. This information will also be available under the supplement tab in the ACH Rules Online. To ensure compliance with the most current rules, this supplement should be used in tandem with the 2011 Rules.

Supplement #1 to the 2011 ACH Rules:
On December 20, 2010, NACHA's Voting Membership approved seven amendments to the NACHA Operating Rules ("Rules"):

  • Rules Compliance Audits for Third-Party Senders;
  • Elimination of Obsolete Language Regarding Days on Which Institution or Facility is Closed;
  • Clarification of RDFI's Obligation to Return Credit Entries Returned by Receiver;
  • Clarification of Reasons for Dishonored and Contested Dishonored Returns;
  • Elimination of Obsolete Language Regarding Warranties of Associations;
  • Elimination of Audit Provision Regarding ODFI Requirement to Provide Return Information to Originator; and

Clarification of Requirements for Revocation of Authorization for Single-Entry Authorizations.
The provision regarding revocation language in authorizations for single-entry transactions will become effective on September 16, 2011; the other provisions will become effective on
March 18, 2011.
